This is just one of 18,000 brothels built all over Japan where both Japanese and Foreign men went to get laid for a low price, doing what they wanted with girls who were sold into the sex trade by their parents while they were still kids.

The men had about 250,000 of these female "inmates" to chose from at the time of this photo.

"Inmates" was the English caption term used in 1897 for another of these photos, and it speaks for itself concerning the "social imprisonment" imposed on these girls by the Japanese culture that the entire world seemed to [otherwise] love so much.

This looks different than the usual images of the YOKOHAMA NECTARINE No.9. Kanagawa is a town just north of Yokohama, and today, Yokohama is a city within Kanagawa Prefecture. The Yokohama No.9 being one of the most famous brothels in the world at that time, it is possible that not only neighboring Kanagawa, but also other cities picked up on that and had their own like-named "No.9" houses of prostitution to attract customers --- of which there was an endless supply.

On the other hand, this might be an early version of the Yokohama Nectarine No.9 that might have taken on a very different appearance via re-construction later. If such is the case, it is an odd and rare thing to have the photographer label the above image as being in "Kanagawa", when all other photos from the Meiji-era say "Yokohama".
